Factors, such as land, capital, labor and other factors of production, gradually transferred to the second or third industry of town, the income of which is higher-yielding than the first industry. The proportion of agricultural population is decreasing, the trend of urbanization is increasingly obvious, and the agricultural economy is gradually declining. The decline of agricultural economy at present stage accords with the movement law of agricultural production mode. Agricultural production mode is made up of two aspects, agricultural production forces and agricultural production relations. The development of productive relations is determined by the development of production forces, and it may promote or hinder the development of production forces. The law of development of agricultural production relations and productive forces is consistent with the movement law of the internal contradictions of production mode. Under the context that the agricultural production factors represented by land, capital and labor are transferring to the second or third industry in towns, the transformation and reform of agricultural production relations is imperative in order to adapt to the change of agricultural production forces.
