Abstract With significant economic growth, a series of ecological and social problems such as envi ronmental pollution, resource shortages, people unemployed emerge. The contradiction between man and nature become increasingly sharp, the sustainable development of the economy have got the wide attention of the society. Traditional methods such as factor analysis method, anal ytic hierarchy process analyze affairs by the establishment of index system, DEA method is su itable for evaluating the efficiency of multiple-input and multiple-output production unit which can also evaluate and analyze the industry sustainable development effectiveness on Shandong. We estimate resource efficiency, environmental efficiency and the comprehensive efficiency of 17 cities using DEA model from the concept of ecological efficiency in this article .Secon dly, we analyze the effectiveness of the environmental protection measures of industrial sustain able development in 17cities of our province based on output-DEA. The results show that the resources citys environmental protection measures is effective, and the coastal city of environ mental protection measures do not reach the designated position. And further shows good envi ronmental protection measures can promote the economic output. Therefore, keeping protection measures and ecological environment coordinate is imperative by energy conservation and emi ssions reduction. We analysis the effectiveness of total factor productivity using C-D DEA mo del basing on real and effective data of 17 cities in Shandong province.In the end, this paper argues that the factors influencing sustainable development of industry of Shandong province li e in the extensive economical growth way, the lack of social production system, the regional differences in the consumption structure, etc. The article finally give improvement measures in cluding optimization and upgrading of industrial structure, the improvement of consumption str ucture, the
