山西省新型农村社会养老保险制度建设研究 山西省新型农村社会养老保险制度建设研究 PAGE PAGE 3 摘要 基本养老保险是我国社会保障体系的核心内容，已经建立起了基本的制度 框架，但是依然远未达到完善、规范的标准，还存在着一些与社会主义市场经 济发展要求不适应之处。因此，探索新型农村社会养老保险制度的框架和运行 模式，是现阶段乃至今后一段时期，建立和完善农村社会保障体系的一项重要 任务。 山西是一个资源型省份，山西农村社会经济发展水平相对较低，区域经济 发展水平差距较大，农村居民生活水平也处于相对较低水平,其中老年群体表现 更为突出。因此，在社会主义新农村建设过程中，加强新型农村社会养老保险 制度建设非常必要。 本文首先对山西省实施新型农村养老保险的必要性进行了论证，在分析、 总结山西省农村养老保险的发展历程及新型农村养老保险模式的基础上，采用 实地问卷调查的方式对目前山西新型农村社会保障制度试点县市进行调研，并 在对山西农村现实社会经济条件进行剖析的基础上，发现制度实施过程中存在 的问题，同时提出对山西新型农村养老保险制度建设的对策及建议。当前正是 新型农村养老保险的初步试点和落实阶段，此次调查研究，不仅为今后山西省 新型农村养老保险的政策推广提供了参考依据，也对促进山西农村经济的稳定 发展和山西省新型社会养老保险制度的推广和实施具有重要的理论价值和现实 意义。 【关键词】 新型农村社会养老保险、农村、政策 Abstract Chinas basic old -age insurance is the core of the social security system, has established a basic institutional framework, but still far from perfect and standard criteria, there are still some not meet the development requirements of the socialist market economy of the place.
