沈阳理工大学硕士学位论文 Abstract Liaoning is one of the provinces of China where state-owned enterprises is relative intensity. The state-owned enterprise is a dominant position in economic activity in Liaoning Province. With the rapid development of Liaoning’s economy, a kind of contradictions have been accumulated, the mean of high input and consumption to maintain economic growth need to be changed. Innovation is a fundamental and effective strategic to solve these problems. State-owned enterprises in Liaonings economy are not only an important component of Chinas economy but also the core of our country’s economy. For those reasons, enhancing the capability of independent innovation means to improve our core competitiveness. This article summarized a number of factors which impact on the ability of independent innovation through existing theories and research findings. Combined with the current analysis of state-owned enterprises in Liaoning, we promote a quantitative evaluation about the ability of independent innovation from the enterprise level, the policy level and social dimensions. Through the assessment of the ability of independent innovation of state-owned enterprises in Liaoning, this article found constraints of independent innovation ability of state-owned enterprises in Liaoning. Based on innovation theory, the principal-agent theory and policy incentives theory, we propose solutions to do. In this paper, I use fuzzy evaluation method to evaluate index for the quantification. The basic idea of Fuzzy Evaluation is to evaluate individual factors which are not very strict and not be attributed to a class of very good. In this paper, the fuzzy evaluation of related factors is to solve this question which is simply to estimate by yes or no and this uncertainty will led to evaluate deviation.
