In aspects of pollution control, the controlled object of environment law changes from simple pollution point sources to regional environment quality, and we control environment pollution by unified control and centralized processing. In aspects of ecological protection, according to the characteristics of nature distribution on ecological resource, we achieve rational development and long-term exploitation of resource by some environment laws and systems like comprehensive planning, dividing protect region and so on. In environmental law, the region definition is more likely to be divided by natural geography feature, not simple factitious imperative administration precinct. Regional control principles based on the discussion above not only conform to cardinal principles and connotation of environment law but also be consonant with natural qualities of ecological system and environment itself, and it also reflects the sustainable development idea of environment protection. At all time, in the field of environmental school of law, the study of the environment regional control is only scattered technical discussion, and they dont make profound and serious discussion on these theory. This thesis will analyze theoretical basis of region control and the conflict of regional environmental benefit, and focus on fundamental principle of environmental law and establishment environmental management system, and then make regional control theory integrated systematic and human in order to hope region control principle through the whole environmental law become one cardinal principle which guides practice of environmental law. 【Key Words】regional control sustainable development benefit of regional environment environmental public service pollution control ecological protection 山西财经大学 山
