中国环保产业的发展脉络与政策演变 ——基于国家、市场、社会三维视角 胡溢轩 中国人民大学社会学理论与方法研究中心 摘要： 随着我国社会转型加速以及环保形势的口益严峻，发展环保产业成为了平衡经 济发展与环境保护的重要着力点。基于国家、市场、社会的三维视角，通过梳理 环保产业的政策演变历程及其发展模式，并结合环保部门公布的调查数据，将 我国环保产业的发展脉络大致划分为萌芽阶段（20世纪60年代初一1988年）、 初步发展阶段（1989年一2000年）、高速发展阶段（2001年一2010年）、转型 升级阶段（2011年一至今）。环保产业的发展实践表明，国家单一力量主导的 发展模式难以维持环保产业的可持续发展。环境保护与经济发展之间的内在张力, 促使国家、市场、社会寻求建构一个良性的联动机制，市场与社会力量将成为影 响未来环保产业转型升级的关键性因素。 关键词： 环保产业;环保政策;可持续发展;国家一市场一社会; 作者简介：胡溢轩，中国人民大学社会学理论与方法研究中心博士研究生（北京 100872） 基金：国家社科基金项目“环境群体性事件的中国经验及预警研究” （13CSI1042） Development Sequence and Policy Evolution of China s Environmental Protection Industry Based on Sta/te-Market—Society Perspective HU Yi-xuan Abstract： With the acceleration of social transformation and the worsening environmental situation, the development of environmental protection industry has become a key factor to balance economic development and envirorunentai protection .Based on the three-dimensional perspective of the state, the market and socicty, this paper systcmatically analyzes the development and changes of China s environmental protection industry. Through combing the policy changes of the environmental protection industry and development model, combined with the survey data released by the envirorunentai protection department, the environmental protection inclustry will be divided into the embryonic phase (Early 1960 s一1988) , the initial phase of development (1989一2000) , the high-speed development phase (2001一2010) , and the transformation and upgrading phase (2011—present) .This indicates that the state development model cant maintain the sustainable development of the envirorunentai protcction industry. The internal tension between environmental protection and economic development urges the state, market and society to seek a benign linkage mechanism, and the market and social forces will become the key factors that affect the developmenl and transformation of the environmentai protcction industry in the future.
