THE EXPORT-IMPORT BANK OF CHINA / ANNUAL REPORT 2017 / 73 金融扶贫 Poverty Alleviation 深入贯彻落实“精准扶贫、精准脱贫，打赢脱贫攻坚战”的决策部署，充分发挥 政策性金融优势，推动扶贫工作由输血式向造血式转变。助力特色产业发展，帮助贫 困地区尽快形成持续发展和脱贫能力。发放公益性扶贫贷款支持农田水利、医疗卫 生、道路交通等民生工程建设 ；创新运用“政银保”联动合作金融扶贫模式发放扶微 扶贫贷款，助力县域经济发展 ；结合贫困地区特色实施旅游脱贫战略，谋划革命老区 致富新路。 截至2017年末，进出口银行与国务院扶贫开发领导小组办公室共同开发了347个 金融扶贫合作重点项目，运用政策性金融手段支持了其中 182个项目，批贷金额近 170 亿元人民币，培育了凤凰沱茶、亚通咖啡等一批特色扶贫企业。 By following through the decisions and arrangements made for targeted poverty alleviation and winning the battle against poverty, the Bank gave full play to its role as a policy bank to promote the shift in the approach of poverty alleviation from “blood transfusion” to “blood making”.
