Implementing Measures for Administrative Licensing for Labor Dispatch Implementing Measures for Administrative Licensing for Labor Dispatch Order of the Ministry of Human Resources and Social Security of Peopled Republic of China, No 19 June 20, 2013 The Implementing Measures for Administrative Licensing for Labor Dispatch, as deliberated and adopted at the 10th executive meeting of the Ministry of Human Resources and Social Security are hereby promulgated, and shall enter into effect on July 1,2013. The Minister: Yin Weimin Implementing Measures for Administrative Licensing for Labor Dispatching Chapter I General Provisions Article 1 In order to regulate labor dispatching, these Measures are formulated in accordance with the Labor Contract Law of Peoples Republic of China, the Administrative Licensing Law of Peoples Republic of China and other laws. Article 2 These Measures shall apply to acceptance, examination and approval of application for administrative licensing as well as the relevant supervision, inspection and so on. Article 3 The Ministry of Human Resources and Social Security are responsible for the supervision and guidance on nationwide administrative licensing for labor dispatching. Local administrations for human resources and social security at or above the county level are responsible for the implementation of administrative licensing for labor dispatching and the associated supervision and inspection within their respective administrative areas in accordance with the division of licensing jurisdiction determined by administrations for human resources and social security of provinces, autonomous regions and municipalities directly under the Central Government. Article 4 When implementing administrative licensing for labor dispatch, the administrations for human resources and social security shall comply with the principle of unity of rights and responsibilities, openness and justice, high quality and efficiency.
