毕业论文（设计） 题目 公共消防政策执行模式探讨 学 号 姓 名 系 队 专 业 指导 教师 二○一○年五月 本科毕业论文（设计） PAGE III 摘 要 随着社会经济的高速发展，火灾及各种灾害事故发生率逐渐上升，消防工作也越来越受到全社会的广泛关注和重视。与此同时，消防工作也开始越来越复杂化，政府及消防部门相继出台了各种加强新时期消防工作的政策，如何执行好这些政策，实现政策目标，对于提高我国消防事业的发展水平显得尤为重要。本文结合消防政策特点，归纳了公共政策的三种执行模式，探讨了公共消防政策在执行过程中存在的问题，如象征性执行、选择性执行、机械执行、野蛮执行等，并剖析了这些问题产生的原因。利用公共政策学分析了“三基工程”、“打造消防铁军”及“加强农村消防工作”政策执行概况，并针对不同的消防政策，通过分析其特点，选择合适的公共政策执行模式并对其执行模式进行了优化，为提高消防政策执行效率、实现政策目标、进一步提高消防监督执法能力及灭火救援战斗力起到一定的帮助，研究结果为公共消防政策执行尤其是基层部队的政策执行提供一定的理论参考和实践指导。 关键词 公共政策； 消防； 政策执行； 打造消防铁军 Abstract With the rapid development of social-economic, the accident of fire and other kinds of disasters increases gradually, now fire control work attracts the whole society’s concern and attention. At the same time, the fire policy become more and more complex, government and fire departments have introduced a variety of policies to strengthen the fire control work. How to implement these policies to achieve policy objectives is of particularly importance for the improvement of fire control work. Combining with the characteristics of fire control work, this paper sum up three modalities of public policy implementation, discusses the problems in the implementation of public fire policy, such as symbolic execution, selective execution, machinery execution and savage execution, and analysis the causes for these problems. Then state the overview of fire policy implementation of three basic project, Creating Fire Iron Army and Strengthening the Rural Fire Service from the perspective of public policy. And According to different fire policies, select a different mode of public policy implementation model to optimize its implementation through analysis of their characteristics. These advices can help fire brigades to improve efficiency of fire policy implementation, develop a better fire monitoring capabilities, and improve the capability of fire fighting and rescue.
