However, urban areas are practically paid more attentions than rural areas, and systematic guidelines for the planning and construction are absent. This article begins with the concept of Characteristic Town and the law and demand of rural development, through field research on Jiangning District in Nanjing, proving that Characteristic Towns are not necessarily limited to urban area, but also possible even necessary in rural areas which have reached a certain stage of development. This article proposes that guidelines for Characteristic Town planning should keep up with the equalization, differentiation and characterization between urban and rural areas. According to the different demand of urban and rural development, guidelines for Characteristic Town planning focus on different content. Different frames: corresponding to the three parts of planning which are planning requirements, construction requirements and implementing strategies, guidelines for urban areas include feature planning, construction enhancement and ensuring measure; guidelines for rural areas include feature planning, detailed planning and operation measure. Different focuses: urban areas focus on point-type development, compound use of space and construction of modernized facilities; rural areas focus on countryside character, regional variation and industry development.
