Now the enterprise out of stock rate size has become the measure of purchasing strategy of an enterprise perfect important index and not. The current in the out of stock rate control procurement strategy mainly meets enterprise category management is not scientific enough，enterprises and between enterprises and enterprise information is not smooth and so on，causes the enterprise unable to provide accurate procurement strategy. Analysis of the retail enterprises out of stock rate control procurement strategy as the main line，with the enterprises to establish the concept of category management， strengthen the internal management of enterprises，and enterprises between collaborative procurement strategy for research，so as to control for the purpose of shortage rate.
