本科生毕业设计（论文） 题 目： 基于知识型政府治理 模式下的政府管理创新 姓 名： 学 号： 学 院： 专 业： 年 级： 指导教师： （签名） 200 PAGE II PAGE I 基于知识型政府治理模式下的政府管理创新 摘 要 21世纪是知识经济迅速成长和发展的时代，对知识的生产、分配、传播和使用已成为决定各国竞争胜负的关键。传统的政府治理模型在知识经济社会中的运转难度逐渐增加。自从上个世纪80年代世界范围内掀起的“新公共管理思潮”以来，各国纷纷从不同的角度探寻现代政府的治理模式，提出了构建服务型政府、法治型政府、企业家型政府、参与型政府、学习型政府等治理模式。 知识型政府融合了学习型政府、服务型政府的特点，强调知识管理的重要性和以人为本的执政理念。知识型政府是现代政府治理模式的一种典型代表，也是未来政府机构改革的必由之路。然而，目前知识型政府的构建还面临着各种障碍，这就需要国家制定完备的知识型政府的构建规划，并采取各类配套措施为知识型政府的构建提供政策保障、资金保障、人力资本保障和制度保障。基于上述认识，本文针对知识型政府治理模式与政府管理创新的具体实践问题进行研究，在分析前人构建知识型政府理论与实践的基础上，综合自身所学专业和知识积累，对知识型政府治理模式下的政府管理创新问题进行探讨。 本文在简要介绍知识型政府治理模式下政府管理创新研究的背景和意义、国内外学者研究概况的前提下，对知识型政府的概念、特征等基本理论进行了阐述；通过对知识型政府治理理念的深入分析，研究知识型政府构建中存在的各种障碍因素，并对其原因进行了分析；最后，从我国政府管理的实际情况出发，提出在知识型政府治理模式下政府管理创新的对策建议。 关键词：知识型政府，管理创新，对策建议 The Government management innovation based on knowledge-based governance model Abstract The 21st century is the era of rapid growth and development of knowledge-based economy, and the production, distribution, dissemination and use of knowledge has become the key to the outcome of a international competition. In this condition, the difficulty of the traditional model of governance in a knowledge-based economy increased gradually. Since 1980s the world set off the new public management thoughts, several countries began to explore the modern model of governance from different perspective, and constructed many models, such as service-oriented government, law-oriented government, entrepreneur government, participatory government, learning-oriented government, etc. Knowledge-based government integrates the characteristics of the learning government and service government, and stresses the importance of knowledge management and people-oriented philosophy of governance.
