医学院校非直属附属医院的关系及运行机制的探讨 夏洪娇 苏晓清 陈波 [摘要]高等医学院校非直属附属医院的模式为医学院校注入了新的资源和活力，非直属附属医院也借此提升了自身的影响和潜在的竞争优势，但这种利益的契合也给医学院校和医院带来了诸多的压力和问题，本文就如何明晰和理顺医学院校与非直属附属医院的关系以及如何建立起保证非直属附属医院的教育质量的机制进行了探讨。认为医学院校与非直属附属医院的关系是互惠互利、协作与指导的关系；为确保教学质量，必须建立和完善“准入”、协议约束、感情纽带、整体建设规划、激励与引导、指导和监控、加强学生管理、政府有效干预等机制，才能最大限度地发挥非直属附属医院在高等医学教育方面的效能，实现共建双赢的目标。 [关键词] 医学院校 非直属附属医院 关系 运行机制 The discuss about the relationship and mechanisms of the medical college and its non-affiliated Hospital/Xia Hong-jiao,Su xiao-qing,Cheng bo Abstract The non-affiliated Hospital and medical college have double association. On the one hand, the non-affiliated hospital could inject the new resources and energy for medical college, and at the same time the non-affiliated hospital could enhance its own influence and potential competitive advantage; on the other hand, the interests fit could have brought a lot of pressures and problems for them. At this article, we will discuss the problems of them, such as, how to clarify and streamline the medical institutions and its non-affiliated Hospital`s relationship and how to establish the mechanism to ensure the quality of education of the non-affiliated Hospital. This article believes that the mutual relationship of them is beneficial, cooperative and guided. In order to ensure the quality of teaching, we must establish and improve some mechanisms on the access, the agreement binding, emotional ties, the overall construction planning, incentives and conduct, guidance and monitoring, strengthening the students` administration, governments effective intervention and so on. Only in this way can we play the roles of the non-affiliated Hospital on the higher medical education by the greatest degree, and achieve the goal of build a win-win situation.
