【灌溉·供水】宁夏惠农渠灌域水资源优化配置研究马德仁，李银才 【灌溉·供水】 宁夏惠农渠灌域水资源优化配置研究 马德仁，李银才 ( 宁夏惠农渠管理处，宁夏 银川 750001) 摘 要: 宁夏惠农渠灌域按取水水源和取水方式分为 4 个子灌域，在水资源管理上分为引黄自流灌溉、动力扬水灌溉、井 渠结合灌溉、沟( 河) 道提水补灌 4 种模式。该灌域水资源管理利用存在的问题主要有缺乏统一管理的机制，引水总量不 足，水利工程设施薄弱，沟水污染严重，农业灌溉水市场无序等。提出惠农渠灌域水资源优化配置的建议: 重新进行水权 分配，加快灌域水利工程建设，尽快出台水资源统一管理、机井运行管理等规章，同时赋予惠农渠管理处一定的行政职 责，以对全灌域各类取水活动实施统一管理、统一调度。 关 键 词: 水资源; 优化配置; 农田灌溉; 惠农渠; 宁夏 中图分类号: S274 文献标识码: A doi: 10． 3969 / j． issn． 1000-1379． 2012． 07． 031 Study on Optimal Allocation of Water Resources for Huinong Canal Irrigation Region in Ningxia MA De-ren，LI Yin-cai ( Huinong Canal Administrative Division，Yinchuan 750001，China) Abstract: Huinong canal irrigation region in Ningxia is divided into four sub irrigation regions according to water resources and water intake way， and on the basis of water resources management，the irrigation consists of four modes of gravity irrigation of diverting the Yellow River，pumping ir- rigation，well-canal combining irrigation and ditch water irrigation． The main problems of water resources management and use in the region were lake of integrated management mechanism，the total water shortage，the poor water engineering facilities，series water pollution in the ditches and the disordered irrigation water market． The paper put forward the following suggestions for optimal allocation of water resources: re-distributing water right，speeding up hydraulic projects construction and coming out the rules and regulations for integrated management of water resources and motor- pumped well operation as soon as possible． It also suggested giving Huinong Canal Administrative Division a certain administrative responsibilities for the centralized management and regulation on all kinds of the water activities in the irrigation region． Key words: water resources; optimal allocation; farmland irrigation; Huinong Canal; Ningxia 为 11 亿 m3 。近年来，干渠自流引水量逐年减小，机井、沟、河 ( 黄河) 提水量呈逐年增大趋势。2009 年，惠农渠干渠引水量 仅为 8． 95 亿 m3 ，沟河提水量为 1． 74 亿 m3 ( 其中，地方及群众 架设机泵 217 处( 台) ，抽水 1． 14
