Trials are taking place in North America and Europe to test an electronic device which will prevent children from watching unsuitable programs on television. The device, known as a V-chip (the “v” stands for violence), allows parents to control their television set so that programs which are unsuitable for children cannot be watched on a particular television. The V-chip works by using an electronic code. When a program is broadcast, the signal from the television transmitter carries a code, which indicates the level of sex and/or violence in a particular program. The V-chip inside the television then examines the code for each program and blocks transmission of those programs which contain certain codes. Makers of the V-chip say that parents can be confident that their children will not be able to watch those programs which they decide are unsuitable. V-chip technology has attracted a lot of interest. President Clinton passed a law last year which will require all new televisions to be fitted with V-chips by 1998. And the European Parliament（欧洲议会） has included the V-chip in its new Directive on Broadcasting. But critics say that the system will not be fool-proof, and that children will find ways of getting around it.
