摘要
随着我国对外开放的全面推进， 经济贸易全球化的快速发展， 口
岸作为连接国际国内的通道， 在经济社会发展过程中发挥着越来越重
要的作用。应从口岸工作的实践出发， 结合世界各国实行 “单二窗口”
制度和借鉴口岸机构重组的成功经验， 以归口管理为原则实施中央对
口岸的垂直领导，以职能任务相邻为准则划分内部机构职能， 实现“单.
窗口”为目标实施流程再造，对我国口岸管理体制进行改革。

Abstract
With Chinas opening up to the outside world, the rapid development
of economic and trade globalization, the port as the connection of
international and domestic channels, in the process of economic and
social development is playing a more and more important role in the
development of Chinas economy and trade. From port work practice of
