“深慈联”的功能定位与优化策略研究 摘 要 近年来，各地以“党委领导、政府负责、社会协同、公众参与”为指导方针，改革 社会组织管理体制，大胆尝试社会管理创新改革，其中枢纽型社会组织的实践最令人瞩 目。枢纽型社会组织的出现代表了政府对于社会组织管理的新思维，尽管在实际运作中 取得了一些成效，但其潜力并没有完全发挥。因此本文选择了枢纽型社会组织的功能特 征与优化策略为研究课题。 本文以深圳市慈善事业联合会（以下简称“深慈联”）为研究案例，通过对深慈联 内部工作人员进行访谈，了解深慈联作为枢纽型社会组织主要发挥了哪些功能，面临的 困境及原因。本文从深慈联的整合、中介、培育、示范这四个功能来分析深慈联作为枢 纽型社会组织的功能发挥情况。在发挥整合功能方面，深慈联搭建资源整合和信息交流 平台，促成慈善项目落地，创办联合招聘，举办慈善事业发展论坛及研讨会，促进资源 整合和交流。在发挥中介功能方面，深慈联对上协助政府进行政策解读，促进政策实施 执行，对下收集行业诉求并提供解决方案，开展党建工作，提高党性修养。在发挥培育 功能方面，对慈善组织进行业务指导和教育培训，促进慈善组织的发展壮大，以及通过 多样化的品牌活动向公众传播慈善文化和理念。在发挥示范功能方面，起草慈善组织行 业规范，制定行业指南，并编写慈善事业发展蓝皮书增强理论与研究能力。然而深慈联 在发挥其功能中也存在资源整合效率低、形式重于实质、会员服务单薄、行业自律难推 行等困境。在分析背后原因的基础上，本文提出了多渠道寻找生存契机、科学规划培育 方案、构建专业人才培养体系和加强公信力建设的优化策略和建议。 关键词：社会组织；枢纽型社会组织；组织功能；优化策略 I ResearchonFunctionalOrientationandOptimizingStrategiesof“ShenzhenCharityAlliance” Abstract In recent years, guided by the principles of Party Committee leadership, government responsibility,socialcoordinationandpublicparticipation,variouslocalitieshavereformed themanagementsystemofsocialorganizationsandboldlytriedinnovativereformsinsocial management,amongwhichthepracticeofpivotalsocialorganizationsisthemostremarkable.
