PAGE PAGE 92 摘 要 我国建筑工程招标投标制度推广至今已有20余年，这个过程是发展和进步的过程，也是我国的建筑市场逐步规范的过程。特别是2000年《中华人民共和国招标投标法》实施以来，我国的建筑工程招投标有了实质性的进展。但从我国目前工程建设的招投标现状来看，在管理体制上的和运行机制上尚存在的一些需要解决的问题。 本文介绍了招投标的基本概念和招投标制度的起源,以及我国招标投标制的历史沿革。然后依次介绍了工程招标的程序和主要方式；投标的程序和投标报价；开标的概念，开标会议的程序；评标的方法和定标的方式等。最后，对国际招投标做了一些介绍，外为中用，有利于我国招投标制的健全。 本论文详细阐述了投标策略与报价技巧，并分别结合具体案例进行分析说明。最后，针对招投标运行过程中出现的一些问题，从管理体制和运行机制两方面分别指出其缺陷，给出了一些解决的策略。并用一些案例进行实际分析，使其表达更明确。 关键词：招标投标制；投标策略；投标报价；国际招投标 ABSTRACT Tender of Construction Project System spread in our country 20 years ago. This process is full with development and advancement, and normative the market of construction in gradually .Especially in the age of the law of tender of China has brought into effect from A.D2000, Tender of Construction Project has got some material development. However, At present, there are some problem need to be solved in administer system and function mechanism in Tender of Construction Project of our country. This paper introduced the basic concept and origin of tender , and the history of tender in our country. Next, It presents the procedure and main ways of invite the public bidding of the project, and the procedure of render and quoted priced of tender, the concept of submission of the render, the procedure of the tender meeting, the ways and manners of evaluation of tenders，etc. At last, , adopt its merits by made some introduce relation to the tender of international to us so that in faver of perfect the system of tender in our country. This paper presents the strategy of tender and the skill of quoted price in detail. Analysis the strategy of tender and the skill of quoted price by the measure of present the case in detail, bring forward some strategy which solve the issue which arisen in the process of tender effectively, For expression definitely, I use some practice case in the process of analysis.
