Does the End Justify the Means? A major commuter train in a major city had a problem arriving at its stops on time. No matter how well the day started out, the train was always 10 or 15 minutes late to each station. There were always lots of good reasons for the delays -- late conductors and commuters, poor weather, track repair work, etc. Whatever the reasons, the public was outraged. Business people were continually late for meetings and travelers continually missed connecting trains and airplanes. In not making its stops on time, this train caused track back ups for several other trains. The newspapers had articles printed every day as to how the commuter train was negatively affecting the community. It took a long time for management to do something about the problem. Finally, a new procedure was put in place. It was a requirement that the engineer must arrive on time to the central terminal no matter what. After a week of the new procedure, the newspapers and community were still very upset. The train was on time, but the commuters were still complaining. The train arrived at the central station on time because it skipped some of the stops to get there -- leaving commuters frantically waving at the passing train.
