In todays market economy，competetion among enterprises has risen to the competition between supply chain systems, especially in the wave of globalization. For large engineering finns,because of size of the projects are very large generally, with a corresponding demand for large supplies in the supply chain system,therefore occupy a dominant position, which provide the possibility to optimizes the supplier supplies,however,the global has brought about a lot of uncertain factors, such as foreign exchange risk factor on the supplies cost. In response to this practical problem,this paper uses the context of a hydropower project to build a material supply cost optimization mode that contains the exchange rate factor and design algorithm and adopt numerical analysis method to make in-depth research and analysis. Main research are as follows: This paper analyze and summary the supply chain coordination theory, drawing upon relevant theory,combining the characteristics of project,basing on the supply chain coordination theory,establish the general collaborative relationship of supply and demand model in order to strengthen the strategic cooperation and coordination between supply and demand in the framework of supply chain strategy partnership. Based on the above theory, combined with practical problems of material supply supplies,and take the foreign exchange risk factor (Targeted transaction risk) into account, has been established the total cost optimization model includeing transportation costs and purchase costs and inventory costs,and use heuristic approach to design an algorithm,the algorithm steps are given in detail;and made a specific analysis
