东北亚合作区域的发展新特点与新机遇     　　摘要：　东北亚地区是全球化和区域化进程中世界重要的次区域合作区域, 也是从经济合作条件、规模、活力, 到机遇、潜力等方面具有优势和基础, 未来有可能媲美欧盟和北美自贸区的经济区域。从上个世纪80年代东北亚区域合作开始展开, 东北亚区域合作已成为国际区域合作的示范, 在双边和多边合作上取得了长足的发展。东北亚区域合作是中国东北地区, 尤其是黑龙江省扩大沿边开放和深化对外开放的重要组成部分, 40年来, 依托对俄及东北亚的区位优势、政策支持、合作基础及人文支撑, 黑龙江省对东北亚的国际区域合作从无到有, 从小到大, 历经理论建构、实践探索, 形成了对俄为中心、对日韩为两翼、辐射东北亚全域的全方位开放合作格局。习近平总书记在推进东北全面振兴座谈会的重要讲话、两次视察我省的重要指示及针对我省的三次重要讲话为全省发展指明方向, 夯实动力, 带来巨大变化。未来, 随着东北亚地缘局势和区域内难点、焦点、热点问题的向好转圜, 黑龙江省扩大与东北亚国际区域合作的新一轮开放战略的深化, 合作优势会进一步凸显, 潜力会进一步释放。 　　关键词：　东北亚合作; 黑龙江; 实践探索; 发展趋势; 　　Abstract：　Northeast Asia is an important subregional cooperation region in the process of globalization and regionalization. It also has advantages and bases in terms of economic cooperation conditions, scale, vitality, opportunities and potential. It is likely to rival the economic regions of the European Union and the North American Free Trade Area in the future. Since the beginning of Northeast Asian regional cooperation in the 1980 s, regional cooperation in Northeast Asia has become a model of international regional cooperation, and has made considerable progress in bilateral and multilateral cooperation.
