摘要 随着我国厉地产市场体制的不断完善,近年来我国政府对房地产市场的调控 方式不断调整,由原来的单纯依靠行政工具向行政和经济相结合的方式转变,诸 如利用税收工具、信贷工具以及财政支出T?具等来全而地、间接地对房地产市场 进行调控,在充分发挥市场对资源配置起基础作用的基础上,更好地引导房地产 的发展。但是,也不得不看到中央频繁出台的调控政策却并没有产生预期效果, 尤其是自2003年Z后,政府出台的政策Z多,力度Z大已是不争的事实,可供给 结构失衡、房地产泡沫、投机行为等问题始终未能得到有效解决。可见,当前我 国房地产调控的主要问题并不在于政策供给的缺失,而在与调控过程中政策的失 效。可见,要解决房地产市场出现的各种问题,就必须耍破解政策失效的治理难 题。 本研究在分析了我国房地产市场现状的基础上,对我国当前房地产调控新政 的实施有效性进行了深入探讨,对于房地产政策调控面临的齐种挑战进行了分 析。在前述分析的基础上,有针对性地从直接与间接两个角度提出了完善我国房 地产调控政策的建议,以期为我国房地产市场的健康发展做出一定贡献。 关键字:房地产调控政策有效性 Abstract With the constant improvement of Chinas real estate market system, the real estate market regulation of the Chinese government constantly adjust from relying solely on administrative tools to a combination of administrative and economic transition in recent years, such as the use of tax instruments, credit facilities and financial expenditure tools to indirectly regulate the real estate market, that better guide the development of real estate on the basis of giving full play to the basic role of the market in resource allocation. However, it also had to see the central frequent introduction of regulatory policies did not produce the expected effect, especially since 2003, the number and intensity of the policy has been an indisputable fact. But the imbalance of the supply structure, the real estate bubble and the speculation has not been able to be effectively resolved. Therefore, the main problem of Chinas real estate regulation does not lie in the lack of policy supply, but the policy failure of the regulatory process. So, to solve the problems of the real estate market, it is necessary to break the policy failures of governance problems. Based on the analysis of the status quo of Chinas real estate market, this study deeply discusses the effectiveness of the New Deal of real estate control the implementation, and analysis the challenges the real estate policy control faces. On the basis of the foregoing analysis, this study puts forward with the recommendations of the real estate
