我国基本医疗保险转移接续问题探究 【摘要】随着国民经济的发展和城市化进程的加快，我国人员流动日益频繁，流动人口的基本医疗保险转移接续问题备受关注。由于医疗保险制度不同和地域划分管理，我国基本医疗保险转移接续目前呈现出一种“转出容易，转入难”的状况，很大程度上损害了参保人的医疗保险权益。本文通过文献调查、案例分析和比较研究的方法，介绍我国典型地区北上广基本医疗保险转移接续的现状，分析我国基本医疗保险转移接续中存在的问题，对比德日法三国的实施情况，从制度、地域和管理层面上提出要解决相关问题的建议，主要包括：提高统筹层次；建立医保转接调剂金；加强信息系统建设等。 【关键词】流动人口；基本医疗保险；转移接续 The Study on The Transfer and Renewing of Basic Medical Insurance in China [Abstract] With the development of the national economy and the acceleration of the urbanization process, the flow of people in China is becoming more and more frequent. Due to the difference of medical insurance system and the problem of regional division, the transfer of basic medical insurance in our country is easy to transfer out and difficult to transfer in, which damages the rights and interests of the insured to a great extent. Through case analysis and comparative study, this paper introduces the current situation of the transfer and succession of basic medical insurance in China, analyzes the problems existing in the process of the transfer of medical insurance in China, focuses on solving the problems of what, transfer what and how to transfer, and thinks about how to make countermeasures in the basic medical insurance industry in a profit seeking and harm avoiding way. In order to solve the problem, the rights and interests of the insured should be given priority. It mainly includes: to promote the overall planning of urban and rural areas,improve the level of overall planning,rationalize the interest relationship between the transfer in and transfer out areas,and improve the transfer and continuation system of basic medical insurance in china.
