Is the embodiment of specific national political culture in the ATC air traffic industry and vivid practice， leading the ATM industry development， the development of the inner support and power， is the industry behavior direction， is the staffs spiritual food， but also to the ATM industry important commitment to society. Chinas traditional culture is the foundation and cultural resources for its survival and development， and the positive results of foreign culture， especially the culture of foreign air traffic control， are the cultural resources which should be used for reference. At all times and in all countries cultural composition can not be divorced from the cultural background of the research and construction of air traffic control. Therefore， the air traffic control industry culture is rooted in the national culture. Keywords national culture； ATC culture； foreign culture； knowledge system； culture construction 1 民族文化是空管文化的根源 空管文化是指人的活动，人的行为与活动是受到相应的文化传统、思维习惯、心理素质、法律准则等约束的。而空管文化则是以相应的民族文化为基础，从而受到社会的认可，为管制主体所接受。可以说，民族文化是空管文化的根基，空管文化是民族文化在空管领域的投影和具体化。[1-3]空管建设的焦点必然落在人的身上，人及人具有的民族文化素质成为空管建设的核心和灵魂。空管建设者必须从本国的国情、民情实际出发，选择相应的模式，确定适当的空管文化战略。所谓民族文化指的是某一民族在相对隔离的环境中发展而成的，具有一定的特色。民族文化间具有较大的差异，尤其是不同的民族以及不同时代的社会政治文化、经济文化、精神文化、制度文化的差异，是造成世界各国空管文化模式差异的根本原因。中华民族整体文化为传统文化和以中国共产党为领导核心的社会主义民主政治文化，决定了我国现行的集中与分散结合的空管制度文化，注重集中的管理以及分步分阶段地实施。[4-5] 2 军事文化是空管文化的发源
