县区级政府采购中的问题及对策研究 ——以D区为例.pdfVIP

摘 要 摘 要 “放管服”实施以来，对政府部门公共服务提出了更高的要求，随着改革的纵深推进， 政府采购领域也做出了新的转变。近年来，随着区县一级经济形势的不断好转和上级转移 支付力度的不断加大，其政府采购规模不断扩大，涉及的领域不断扩展，因此，造成的社 会影响也逐渐增强。区县财政部门认真贯彻实施 《政府采购法》，全面推行政府采购制度， 取得了明显成效；但在当前新的改革背景下，仍需做出新的调整和创新，为打造高效廉洁 服务型地方政府提供强有力的支持。 此文撰写前期，作者查阅了大量的文献和资料，整理总结了政府采购及新公共服务、 政府再造等理论知识。中期，以D 区为例，采取实地走访、文献分析等方式，结合对近年 来该区的相关数据进行分析，研究当前 “放管服”背景下，D 区政府采购的现状，并梳理 出存在的五个方面问题，总结为：预算执行不规范、代理机构管理混乱、供应商质量监管 不力、履约验收不规范、采购队伍素质偏低。通过对D 区政府采购模式进行观察和分析， 得出了有效的借鉴，从制度体系不健全、政府部门监管失灵、政府服务转型不到位三个方 面归纳出县区级政府采购存在问题的原因，并且从强化机制建设、完善监督体系、优化服 务水平三个方面提出了完善县区级政府采购的对策建议。 关键词：政府采购 完善制度 强化监管 优化服务 I Abstract Abstract Since the implementation of the reform to delegate power, streamline administration and optimizegovernment services,higher requirementshavebeen put forward forpublic services of government departments.
