摘要 摘 要 乡村治理一直以来都是社会广泛关注的问题，随着城镇化进程的加快，乡村治理面 临一些新的困境和挑战。党的十九大提出了大力实施乡村振兴战略，建立健全自治、法治、 德治相结合的乡村治理体系。随着乡村振兴战略的推进，新乡贤群体得到了较快成长和发 展，并在乡村治理中发挥了一定作用，但对新乡贤参与乡村治理问题还没有足够重视，新 乡贤参与乡村治理路径也没有得到深入研究。 本论文重点研究了新乡贤参与乡村治理问题。首先，对新乡贤和乡村治理的概念分别 进行了界定，对相关理论进行了概述。然后，提出了新乡贤参与乡村治理的必要性及其作 J 用，以此为基础，本文对 市新乡贤参与乡村治理的现状进行了调查分析，并指出了新乡 贤参与乡村治理中面临的困境，主要有四个方面：基层干部对新乡贤参与乡村治理认识不 到位，新乡贤参与乡村治理的体制机制不健全，新乡贤参与乡村治理的激励保障制度不完 善，新乡贤参与乡村治理自身能力缺乏。最后，本文从增强新乡贤参与乡村治理的文化基 础、健全新乡贤参与乡村治理的有效机制、完善新乡贤参与乡村治理的激励和保障制度三 个层面提出了进一步完善新乡贤参与乡村治理的对策和建议。 关键词：乡村治理 新乡贤 参与 I Abstract Abstract Rural governance has always been a widespread concern of the society. With the acceleration of urbanization, rural governance is facing some new difficulties and challenges.
