单 位 学 号 期末考察论文 （公共事业管理专业） 浅析延迟退休政策 姓 名 专 业 公共事业管理 指导教师 二 0 一四年六月 大学商学院 摘要 摘 要 随着社会经济的发展， 各种社会问题不断出现， 目前，我国正面临一个严峻的现实：人口红利趋于消失，人口老龄化严重，而养老金“空账”问题凸显。为此，人社部于 2012 年 6 月提出了 “延迟退休” 的解决方法 , 试图以此减缓人口红利消失的步伐， 提高养老金的支付能力。 但是，该政策是否真正有效？又能否广泛实施？这引起了广泛的社会探讨， 人们也对其褒贬不一。 同时，由于职业差异造成的分配不公的问题再次凸显， 就业矛盾被进一步激化， 退休金双轨制所体现的社会不公也又遭拷问。 本论文针对我国复杂的现状， 对“延迟退休” 政策实施的原因及利弊进行简要分析，并浅谈此政策造成的社会影响及突显出的社会矛盾， 为其能在社会民众支持的情况下有效地推行提出几点前提建议。 【关键词】 延迟退休；人口红利消失；社会矛盾；养老金；弹性退休制度 I 大学商学院 Abstract Abstract With the development of society and economy, social issues continue to emerge. At present, China is facing a grim reality: the demographic dividend tends to disappear, severe population aging, and pension empty account issues highlighted.
