毕业论文 题 目： 我国环境法律制度建设 的创新与完善研究 姓 名： 付雨墨 系 别： 文法系 业： 法 学 班 级： 2014 级 5 班 指导教师： 齐艳茹 完成日期： 2018 年 5 月 22 日 中文摘要：在社会主义市场经济条件下，于x 年第七届全国人民代表大会常务 委员会第十一次会议通过《中华人民共和国环境保护法》并于 2014 年第十一届全国 人民代表大会常务委员会第八次会议修订，自 2015 年 1 月 1 日起实施至今，我国环 境法律制度的建设已经取得了成就。但是，从制度的目的、范围以及具体的内容来 看，仍存在诸多问题无法与现行的法律制度并驾齐驱。既然如此，这就需要我们抓 住主要矛盾的主要方面加以分析和解决，从而达到创新、完善我国环境法律制度的 建设的目的。其实质是实现环境法律制度与市场经济动态衔接、互补和共同发展， 为了促进可持续发展战略实施，保护环境及环境权益，发展环境保护市场，防止污 染转嫁，促进环境法律制度改革势在必行。 关键词：环境法律制度 完善 创新 Abstract:Under the conditions of socialist market economy，In x, the eleventh session of the Standing Committee of the Seventh National Peoples Congress adopted the law of the Peoples Republic of China on environmental protection, and it was revised at the eighth session of the Standing Committee of the Eleventh National Peoples Congress in 2014. Since January 1, 2015, it has been implemented so far .the construction of our countrys environmental legal system has made great achievements. However, from the perspective of the purpose, scope and specific content of the system, there are still many problems which cannot be kept abreast with the existing legal system. In this case, we need to analyze and solve the main problems of the main contradiction, so as to achieve the goal of innovating and improving the construction of our environmental legal system.
