摘 要 以社区为依托，通过有效整合社区资源，提供满足多元需求的居家养老作为我国应对养老问题的新战略， 它在家庭养老的基础上充分发挥社区的作用，集合了家庭养老和机构养老的优势，在减轻政府养老负担的 同时促进社区建设。本文以问卷调查和访谈两种形式对秦皇岛市三种社区居家养老模式进行实地调查，了 解当前居家养老在秦皇岛市发展的现状和面临的问题，深入分析其产生的原因，并通过进一步的研究从政 府、社区、物业三个角度对我国居家养老的发展提出对策建议。虽然居家养老在我国起步较晚，受到经济、 文化等因素的制约，发展很不充分，但作为解决老龄化社会养老问题的有效措施，它以自身独特的优势受 到国家、社会的高度关注，并逐渐得到老年人的认同，因此蕴藏着巨大的发展潜力。 关键词：社区 居家养 模式 Abstract Relying on the community as a support, through the effective integration of community resources, providing home endowment to meet multiple needs as a new strategy to cope with the problem of pension in our country.
