摘 要 近年来，土地荒漠化在治理中取得了一定的积极成效，但其在旧体制下积压的深层次矛盾不断出现，土地 荒漠化治理停滞不前的问题 日益突出，严重制约着土地荒漠化防治的发展，已经影响到人民的生活环境的 安全。土地荒漠化治理所面临的风险不仅有政府自身制度的缺陷，还有盈利性目标与政策性目标的冲突， 市场内部体制管理混乱，破产失灵与道德风险，社会的关注度不高等。 本文以荒漠化的治理为背景，研究了荒漠化治理发展中多元主体存在的问题，首先，概述了荒漠化的定义、 现状和类型；其次，较为详细的分析了多元治理的概念、机制与实践；在荒漠化多元治理的基础上，提出 了相应的解决措施，即从多元主体方面进行改革，建立市场化人力资源管理体制以及健全监督制度，完善 政府荒漠化治理管理内控机制，广泛宣传环境保护的重要性，提高社会的环保意识，以利于土地荒漠化治 理稳步健康发展，实现青海地区环境与经济持续发展的“双赢”。 关键词：土地荒漠化；多元共治模式；荒漠化治理 Abstract In recent years, land desertification has achieved some positive results in the control, but its deep- seated contradictions under the old system are constantly emerging, and the problem of land desertification control stagnation is increasingly prominent, which severely restricts the development of land desertification control and has affected the safety of peoples living environment. The risks faced by land desertification control not only have the defects of the governments own system, but also the conflict between profitability goals and policy goals, the confusion of internal system management in the market, bankruptcy failure and moral hazard, and the low social concern. Based on the background of desertification control, this paper studies the existing problems of multi- subjects in the development of desertification control. firstly, it summarizes the definition, current situation and types of desertification. Secondly, the concept, mechanism and practice of multiple governance are analyzed in detail. On the basis of diversified desertification control, the corresponding solutions are put forward, that is, to reform from diverse subjects, to establish market-oriented system of human resource management and perfect supervision system, to improve the internal control mechanism of government desertification control, to widely publicize the importance of environmentalprotection, to improve social awareness of environment al protection, to facilitate the steady and healthy development of land desertification contro
