PAGE PAGE 12 大数据背景下的“精准扶贫”研究 摘要：当今世界发展过程中依然面存在诸多难题，贫困就是其中之一。贫困问题在我国，特别是我国农村及偏远民族地区尤为突出，并且呈现出地域性、复合性、反复性以及特殊性等特点。近些年来，我国政府想方设法寻觅“消贫”方案且不断加大扶贫力度，虽取得一定成果，但由于贫困地区落后的经济和基础设施、不合理的经济结构、低下的文化教育水平、投入财政扶贫资金规模小等诸多因素的存在导致农村贫困问题依然严重，脱贫任务依然艰巨。精准扶贫是在互联网高度发达的背景下产生的概念。我们依托庞大的数据库，积极运用大数据思维和技术支持，用全体样本代替随机样本，通过这样来建立与精准扶贫工作相关的管理系统。最后，在我们的各项扶贫开发工作中，更加有效的来对贫困人口实施扶贫，通过加快推进精准扶贫工作，做到精准扶贫，帮助贫困人口早日实现脱贫。 关键字：大数据；精准扶贫；扶贫综合管理信息系统 Abstract:Poverty is a worldwide problem which has regional, repetitive, complex nature and specificity characteristics in rural areas of China. Although our government has continued to fight poverty and made great achievements, the anti-rural poverty is still arduous task because of the countys economic development in poor areas backward, irrational economic structure, poor infrastructure, low educational level, financial funds into small scale and other reasons. Accurately poverty is implemented accurate identification in rural poverty alleviation and development, the linkage aid, poverty reduction category management, dynamic assessment and related measures, the anti-poverty approach.Big data provides new ideas for the poor precision and technical support. By actively using Big Data thinking, with all the sample instead of a random sample, establishing precise poverty integrated management information system with the advantages of Big Date which are fast,convenient and efficient.And Big Date can provide scientific and effective implementation for the poverty reduction target of accurate identification, precision helping, accurate assessment, accurate management;accelerate accurate poverty reduction for precision poverty, to help the poor group out of poverty as soon as possible.
