PAGE PAGE 28 混合所有制与会计信息质量 摘要：十八界三中全会以来，国有企业改革把混合所有制作为改革的重点和突破口。而会计信息质量与混合所有制企业的产权情况息息相关，进而又间接影响企业的经营业绩。本文将企业的产权结构与股权结构联系起来，通过案例分析的方法，分析了皖江物流财务舞弊案，并从股权结构的视角分析其发生的原因，并提出意见与建议。研究证实，国有控股公司中，国有股比例过大，股权集中度过高，会导致一股独大局面。企业所有者与经营者的利益矛盾产生的内部人控制，会使企业面临较高的财务舞弊风险，会计信息质量也会降低。较低的股权流通性使企业透明度降低，也会增加舞弊风险，降低会计信息质量。混合所有制改革主张引入民间资本，降低国有资本占有率，充分发挥民间资本活力，改革传统国有控股公司弊端，有利于降低国有股比例，稀释股权集中度，提高股权流通性，从而从股权结构层面降低企业财务舞弊风险，提高企业会计信息质量。 关键词：混合所有制，会计信息质量，公司治理 Mixed ownership and quality of accounting information Abstract: Since the Third Plenary Session of The Eighteen Sector, the reform of state-owned enterprises has took the mixed ownership as the key and breakthrough of all the process of reform. The quality of accounting information is closely related with the enterprise ownership and then indirectly affect the business performance. This paper puts property right structure and ownership structure together, and them analyzes the case of Wanjiang logistics financial fraud by case analysis method. It analyzes the reason of the case from the perspective of ownership structure and then puts forward some opinions and suggestions. The study proves that in state-owned holding company, high state-owned shares and high ownership concentration can lead to the situation called one single stock right is too high. Because of the conflict of interest of the owner and the operator of the enterprise, state-owned holding company has to face a higher risk of financial fraud and lower quality of accounting information. Lower liquidity of the equity can not only reduce the corporate transparency, but also increase the risk of fraud, reduce the quality of accounting information. Mixed ownership reform advocates leading the private capital into state-owned holding company. It can reduce the state-owned capital share and give full play to the vitality of the folk capital.
