PAGE PAGE 31 基于智慧社区建设下的基层社区治理研究 ——以宁波市海曙区为例 【摘要】现今，在新一代互联网信息技术的推动下，李克强总理提出了“互联网+”这一战略概念，并且在“智慧城市”的建设和发展背景下，“智慧社区”作为“智慧城市”的落地项目也应运而生。本文基于社区发展的新形式，通过对智慧社区的定义和特征，纵观近年来智慧社区发展状况，以宁波市海曙区智慧社区为实例，研究智慧社区的基层治理机制。研究表明，智慧社区通过搭建信息平台，高度整合了社区资源，实现了系统平台的耦合，促成了多元治理格局等，但由于目前，智慧社区仍属于起步阶段，依旧存在着各个治理主体之间缺乏有效的合作机制，参与度不够高，缺乏国家层面的指导和统一的指标体系等不足。在此基础上，本文立足我国实际国情，通过国内不同城市智慧模式的对比，在研究智慧社区的治理机制后，提出要注重“顶层设计，整合资源，搭建信息平台，构建高效的协商合作模式，加强多元化的参与力度，希望能为城市社区治理提供借鉴，创新社区服务管理，提升治理水平。 关键词：智慧社区社区治理网络治理主体多元化 Research on Governance Mechanism of Urban Community of wisdom - A Case Study of Ningbo Haishu District Abstract:Today, driven by a new generation of Internet information technology, Premier Li proposed the Internet + this strategic concept, and in the smart city construction and development context, intelligence community as a smart city project landing It came into being.
