PAGE PAGE 25 农民工医疗保险制度的现状、问题及对策研究 摘要:在城乡统筹发展的背景下，农民工是我国联系城乡的纽带，农民工在我国发展中占据着举足轻重的作用。农民工医疗保障制度是对我国农民工健康权益保障的一项有力支撑，完善农民工医疗保险制度是我国“十三五”时期发展过程中必须完善的一项重要内容。本论文主要通过对我国农民工医疗保险制度现状的分析，从政府、企业用人单位、农民工自身三个主体入手，发现我国现阶段农民工医疗保险制度中存在立法过低、资金流转困难、信息衔接困难、制度差异等问题；企业在农民工医疗保险制度方面也存在失责、道德弱化等情况；农民工自身内外因素也是制约着我国农民工的医疗保险制度发展的原因。因此，本论文分别从制度设计、立法统筹、基金管理、教育等问题入手，有针对性地对我国农民工医疗保险制度提出完善对策及建议。 关键词: 农民工；医疗保险制度； The current situation of rural migrant worker medical insurance system problems and countermeasures research Abstract：In the context of urban and rural development, urban and rural migrant workers is contact our bonds of migrant workers occupy a pivotal role in the development of our country.
