? ? 政策工具视角下我国绿色生态产业发展政策文本量化分析 ? ? 方永恒 张颖 摘 要：发展绿色生态产业是我国产业结构转型的必然趋势，绿色、科学、有效的产业政策对产业结构转型与经济增长具有重要的促进作用。基于政策工具视角，运用内容分析法，从政策工具X维度和影响产业发展因素Y维度出发，对我国国家层面的35份绿色生态产业政策进行量化分析。研究发现：我国绿色生态产业尚处于初步发展阶段，面临着政策工具的使用结构不均、政策工具内部不协调等问题。国家应以均衡使用供给型、环境型、需求型3类政策工具为出发点，优化政策工具的内部结构，充分发挥政策工具的有效性，并注重加强政策工具与影响产业发展要素之间的协同性，为绿色生态产业的发展提供有力保障。 关 键 词：绿色生态产业;政策工具;内容分析法 DOI：10.16315/j.stm.2020.06.006 ： F124 文献标志码： A Abstract：The development of green ecological industries is an inevitable trend of Chinese industrial structure transformation. Green， scientific and effective industrial policies have an important role in promoting industrial structure transformation and economic growth. Based on the perspective of policy tools， using content analysis， starting from the X dimension of policy tools and the Y dimension of factors influencing industrial development， a quantitative analysis of 35 green ecological industrial policies at the national level in China. The study found that： Chinese green ecological industry is still in the initial stage of development， facing problems such as uneven use of policy tools and uncoordinated internal policy tools. The state should take the balanced use of supply-type， environment-type， and demand-type policy tools as the starting point， optimize the internal structure of policy tools， give full play to the effectiveness of policy tools， and focus on strengthening the synergy between policy tools and factors affecting industrial development to provide a powerful guarantee for the development of green ecological industries. Keywords：green ecological industry; policy tools; content analysis 改革开放40年来，中国经济增长取得了举世瞩目的成就。然而，粗放式的经济发展模式也带来了严重的环境污染与资源消耗[1]。因此，我国各级政府都在积极引导和发展绿色生态产业。考虑到新技术发展所带来的不确定性，政府必须在政策上给予产业发展支持，以提高绿色生态产业的市场竞争力。 “十九大”报告指出，“我们要建设的现代化是人与自然和谐共生的现代化，既要创造更多物质财富和精神财富以满足人民日益增长的美好生活需要，也要提供更多优质生态产品以满足人民日益增长的优美生态环境需要”[2]。人民的需求已经从拥有美好生活发展成为对优质生态产品和优美生态环境的向往。因此，不能以牺牲生态环境为代价追求经济增长，必须转变经济增长方式，推動经济增长与资源环境负荷脱钩，同时实现经济增长和资源环境可持续性的改善[3]。大力推行循环经济，满足经济发展和环境保护双重要求，是绿色生态产业发展
