摘 要：全域旅游是一种全新的发展理念与发展模式,与党的十八届五中全会提 出的创新、协调、绿色、开放、共享五大发展理念高度吻合。另一方面,大众 的旅游方式和旅游业态在发生改变, 自助自驾游形式日益增多,旅游业和其他产 业的融合程度在加强,全域旅游发展理念在此背景下应运而生。目前，全域旅游 作为一种统筹性的全区域协调发展模式已成为当下各大城市旅游业发展趋势。当 前青岛市存在着对“全域旅游”理解把握不到位、体制机制不健全、公共服务配 套设施不完善、发展时空不均衡、旅游市场秩序乱等问题。本文从全域旅游可持 续性发展角度上，基于区域可持续发展理论、旅游生命周期理论、产业融合理论 等拟在组织领导、制度建设、配套设施、市场规范等方面提出对策建议。 关键词：青岛；全域旅游；发展前景；问题和建议 Abstract ：Global tourism is a brand-new development concept and development model, which is highly consistent with the five major development concepts of innovation, coordination, green, openness and sharing put forward by the Fifth Plenary session of the 18th CPC Central Committee. On the other hand, the publics way of tourism and the form of tourism are changing, the form of self-driving travel is increasing, and the degree of integration of tourism and other industries is being strengthened. under this background, the concept of global tourism development arises at the historic moment. At present, as a coordinated development model of the whole region, global tourism has become the development trend of tourism in major cities. At present, there are some problems in Qingdao, such as inadequate understanding of global tourism, imperfect system and mechanism, imperfect public service facilities, uneven development of time and space, disorderly tourism market and so on. In this paper, from the point of view of the sustainable development of global tourism, based on regional sustainable development theory, tourism life cycle theory, industrial integration theory and so on, this paper puts forward some countermeasures and suggestions in the aspects of organizational leadership, system construction, supporting facilities, market norms and so on.
