PPP 项目对我国地方政府财政压力的影响研究——基于 2015-2016 省级面板数据的经验证据 摘要 随着近几年来 PPP 项目在我国的广泛实施和开展，政府决策层和学界 越来越关心 PPP 项目对社会经济方面产生的效果，其中之一便是 PPP 项目 对地方政府财政压力的影响。 本文在总结现有文献的基础上首先简单讨论了 PPP 的定义和特点，定 性分析了地方政府财政压力的成因和 PPP 项目中政府的支出责任。接下来， 本文基于 PPP 综合信息平台的数据，按照省市、区域、行业、回报机制四 种分类方法，对我国的 PPP 项目数量和投资额进行了细致的梳理和统计描 述。第三，本文利用 2015-2016 省级面板数据讨论了 PPP 项目对我国地方 政府财政压力的作用，研究发现 PPP 项目的实施在短期内反而增加了我国 地方政府的财政支出缺口。本文潜在的政策含义是，政府需要警惕 PPP 项 目投资过热的趋势，严守10%的财政可承受能力的红线。 关键词：PPP，财政压力，投资规模，省级面板数据 The Impact of PPP Project on the Financial Pressure of Local Governments in China——Based on Empirical Evidence from 2015-2016 Provincial Panel Data Abstract With the extensive implementation and development of PPP projects in China in recent years, government decision-making and academic circles are increasingly concerned about the effects of PPP projects on social and economic aspects. One of them is the impact of PPP projects on local government financial pressure. This paper first briefly discusses the definition and characteristics of PPP on the basis of summarizing the existing literature, and qualitatively analyzes the causes of local government financial pressure and government expenditure responsibilities in PPP projects. Then, based on the data of the PPP integrated information platform, this paper meticulously combs and statistically describes the number of PPP projects in China and the amount of investment according to four classification methods: provincial, regional, industry, and reward mechanisms. Thirdly, this paper uses the 2015-2016 provincial panel data to discuss the role of PPP projects in the fiscal pressures of local governments in China. The study finds that the implementation of PPP projects has increased the fiscal expenditure gap of local governments in China in the short term. The potential policy
