中国地方政府机构编制管理规范化研究 摘要 由于国情的缘故，我国的企业发展一直实行的是党委领导下的书记负责制，这就决定了在经济发展过程中，我国的经济是要靠政府的宏观来协调的。这种政府占据主导地位的计划经济，在1978年改革以前尤为明显。那时，我国由于的社会基础薄弱，物质严重不足的原因，实行的是社会主义计划经济，这在一定程度上解决了供需矛盾。如今，伴随着市场经济的不断繁荣发展，这种政府主导型的经济发展，严重违背了经济发展的客观规律，也在一定上阻碍了市场经济的发展。政府机构作为我国的上层机关，是相关制度的制定者和裁决者，在特殊年代，它为实现资源的优化配置起到过积极作用。如今，伴随着市场经济的开花结果，我国也提出了政企分开的理念，这对于建立社会主义新经济，落实科学发展观，具有重要意义。本文分通过一系列的举例论证，分析了地方政府机构编制管理在实际应用中的优势和劣势，某些问题上，难免挂一漏万，还望指正。 关键词：地方政府；机构；编制管理 Abstracts As a result of national conditions, the development of enterprises in China has been under the leadership of the party secretary is responsible for the system, which determines the economic development process, Chinas economy is to rely on the governments macro to coordinate.
