深圳市养老服务政策发展研究

【摘要】面对日渐严峻的人口老龄化，深圳近年来出台了许多政策。本文分析了十一五期间到十三五期间深圳市出台的养老服务政策，在十一五期间，深圳的养老服务体系日益完善、健全，并在十二五期间，深圳市初步建立起了以居家为基础、社区为依托、机构为补充的社会养老服务体系。在十二五期间，国家发改委和民政部将深圳市列为全国养老服务业综合改革首批试点城市，所以深圳市在十三五期间出台的养老政策大部分都与发展养老服务业有关。本文列举了印度、日本、德国三个国家养老服务政策中的优点，希望能够对深圳养老服务未来的发展提供借鉴作用。深圳的养老服务存在着养老服务机构床位入住率低、养老服务行业专业人才不足、养老服务内容低端化等问题，针对这些问题，在文章的末尾提出了相关的解决建议。

[Abstract]Inthefaceoftheagingpopulation,Shenzhenhasissuedmanypoliciesinrecentyears.ThisarticleanalyzestheeldercareservicepoliciesissuedbyShenzhenduringthe11thFive-YearPlanperiodtothe13thFive-YearPlanperiod.Duringthe11thFive-YearPlanperiod,Shenzhen’sold-agecareservicesystemisbecomingmoreandmoreperfectandsound.Asocialpensionservicesystembasedonhome,communitysupport,andorganizationsupplement.Duringthe12thFive-YearPlanperiod,theNationalDevelopmentandReformCommissionandtheMinistryofCivilAffairslistedShenzhenasthefirstbatchofpilotcitiesforcomprehensivereformofthenationalpensionserviceindustry.Therefore,mostofthepensionpoliciesissuedbyShenzhenduringthe13thFive-YearPlanperiodarerelatedtothedevelopmentofthepensionserviceindustry.ThisarticleliststheadvantagesofthethreecountriesinIndia,Japan,andGermanyintheold-ageservicepolicy,hopingtoprovideareferenceforthefuturedevelopmentofShenzhensold-ageservice.Shenzhen’sold-ageservicehasproblemssuchaslowbedoccupancyrateoftheold-ageserviceagencies,insufficientprofessionalpersonnelintheold-ageserviceindustry,andlow-endcontentoftheold-ageservice.Inresponsetotheseproblems,relevantsolutionsareproposedattheendofthearticle.
