Idevelopageneraltheoryofmonopolypricingofnetworks.Platformsuse

insulatingtariffstoavoidcoordinationfailure,implementinganydesiredal-

location.Profit-izationdistortsinthespiritofSpence(1975)byinter-

nalizingonlynetworkexternalitiestomarginalusers.Thustheempiricaland

prescriptivecontentofthepopularRochetandTirole(2006)modeloftwo-sided

marketsturnsonthenatureofuserheterogeneity.Iproposeamoreplausible,

yetequallytractable,modelofheterogeneityinwhichusersdifferintheirin-

comeorscale.Myapproachprovidesageneralmeasureofmarketpowerand

helpspredicttheeffectsofpriceregulationandmergers.
