本课程是以培养学生的创新精神与工程理念为目标而开设的一门设计创新类课程，以多门学科的发展历史为背景，使学生认识工程、科学和技术，以创新理念与方法为理论指导，用发展的眼光对待工程实际问题，树立学生的工程创新意识，能从创新的角度思考问题、分析问题和解决问题。
该课程应达到的预期学习结果如下所示：（1）了解世界各国的ICT产业发展史，把握ICT行业发展的规律。（2）使学生掌握开展创新创业活动所需要的基本知识。（3）使学生具备必要的创新、创业能力。了解创新的原理和方法，掌握创业资源整合与创业计划撰写的方法，熟悉新企业的开办流程与管理。
课程的主要内容有：（1）世界的ICT发展史；（2）创新创业的基础知识；（3）商业计划书的撰写以及创业思维的培养。

Thiscourseisadesignandinnovationcourseofferedwiththeaimofcultivatingstudentsinnovativespiritandengineeringconcepts.Againstthebackdropofthedevelopmenthistoriesofmultipledisciplines,itenablesstudentstounderstandengineering,scienceandtechnology.Guidedbyinnovativeconceptsandmethodsintheory,itencouragesstudentstoapproachpracticalengineeringproblemsfromadevelopmentalperspective,helpsthemestablishanawarenessofengineeringinnovation,andenablesthemtothinkabout,analyzeandsolveproblemsfromaninnovativeangle.
Theexpectedlearningoutcomesthatthiscourseshouldachieveareasfollows:(1)UnderstandthedevelopmenthistoriesoftheICTindustriesinvariouscountriesaroundtheworldandgraspthelawsgoverningthedevelopmentoftheICTindustry.(2)Enablestudentstomasterthebasicknowledgerequiredforcarryingoutinnovationandentrepreneurshipactivities.(3)Equipstudentswiththenecessaryinnovationandentrepreneurshipcapabilities.Theyshouldunderstandtheprinciplesandmethodsofinnovation,masterthemethodsofintegratingentrepreneurialresourcesandwritingbusinessplans,andbefamiliarwiththeestablishmentprocessandmanagementofnewenterprises.
