ABSTRACT

ThisreportisbasedonthetranslationoftheRulesofGuangdongProvinceontheScience

andTechnologyAwardandtheRulesofGuangdongProvincefortheAdministrationof

ExpresswayOperation.Specifically,theRulesofGuangdongProvinceontheScienceand

TechnologyAwardstandardizestheformulationofrelatedrulesforprovincialscienceand

technologyawardsandtheorganization,service,andmanagementofawardreviews.Itaimsto

stimulatetheenthusiasmandcreativityofscientificandtechnologicalworkers,toimplement

theinnovation-drivendevelopmentstrategyfully,andtobuildtheGuangdong-HongKong-

MacaoGreaterBayAreaasaninternationalinnovationandtechnologyhub.TheRulesof

GuangdongProvincefortheAdministrationofExpresswayOperationsafeguardsthelegitimate

rightsandinterestsofexpresswayusersandexpresswayoperatingandmanagingentities.The

translationofbothregulationswascommissionedbytheDepartmentofJustice,Guangdong,

contributingtotheconstructionofChina’sinternationaldiscoursesystem,enhancing

internationaldiscoursepower,andpromotingtheinternationalimageoftheruleoflaw.

Fromtheperspectiveoftexttypes,thesourcetextprimarilybelongstoprimarily

prescriptivetextsthatemphasizestructuralhierarchy,references,rigor,appropriatenessindetail,

andstrictformalities.Theoretically,thestaticequivalenceapproachispositedasaneffective

guidingprinciplefortranslatingsuchtexts.However,thereisapaucityofresearchby
