    Deeplyconcernedaboutthegrowinguseofcyberattacksonthedigitalinfrastructuresof

    sovereigncountries,whichhaveanincreasinglygreaterimportanceonmaintenanceand

    regulationofcriticalfacilitiesforcommunication,aswellasfood,energyandwater

    productionanddistribution,

    Havingexaminedtheconsequencesofcyberattacksin2007,which,byjeopardizingEstonia’s

    digitalinfrastructure,hadaparalyzingeffectonitsgovernmental,telecommunicationsand

    bankingsystems,

    Havingobservedfurthermorethedebilitatingresultsonthecivilpopulationofcrippling

    Georgia’sbankingsystemsanddisruptingmobile-phoneservicesin2008,

    Greatlyalarmedbythefactthatcertainintelligenceserviceshavenotshirkedfromcarrying

    outcyber-attacksagainstnuclearfacilitiesthathavethepotentialtoreleaseunconscionable

    harmtothegeneralpopulation,ofnotonlyonecountrybutseveral,throughthetransnational

    spreadingofdevastatingforces,

    Greatlydisturbedbytheharmthatwasinflictedontheinnocentcivilianpopulationthrough

    thebreakdownofenergy,water,telecommunicationandbankingservicesthathavebecome

    indispensableforthesurvivalofmoderndaycivilianpopulation,causedbythedisruptionof

    thedigitalinfrastructuresthatgovernlargeandcrucialpartsofsaidservices,
