摘要

2010年以来，日越两国基于各自的国内背景和共处的国际背景，

从扩大和维护自身利益的战略考量出发，不断加快两国间的海洋安

全合作进程，尤其是在“印太地区”结构性战略压力的推动之下，

日越两国自2010年至2019年这十年时间里在海洋安全合作方面日

益深化，并呈现出较为丰富的合作内容和鲜明的合作特征。但是日

越两国的海洋安全合作进程今后仍将长期受限于多种战略因素的制

约，其中既有日本和越南两国国内的自身因素，也包括两国国内因

素奇妙的相互抵触作用。同时，本文在深入分析2010年-2019年期

间日越两国开展海洋安全合作对日越两国关系、中国和地区所产生

的一系列影响的基础之上，探寻我国在海洋安全合作及其相关领域

内对日本与越南两国进行及时和有效应对的可行策略。

ABSTRACT

Since2010,JapanandVietnam,basedontheirrespectivedomestic

backgroundandtheinternationalbackgroundofcoexistence,have

continuouslyacceleratedtheprocessofmaritimesecuritycooperation

betweenthetwocountriesfromthestrategicconsiderationofexpanding

andsafeguardingtheirowninterests,especiallyundertheimpetusof

structuralstrategicpressurefromIndo-Pacific.Inthetenyearsfrom2010

to2019,JapanandVietnamhavedeepenedmaritimesecuritycooperation,

showingrelativelyrichcooperationcontentanddistinctcooperation

characteristics.However,theprocessofmaritimesecuritycooperation

betweenJapanandVietnamwillstillberestrictedbyavarietyofstrategic

factorsinthefuture,includingtheinternalfactorsofJapanandVietnam,

aswellasthestrangeandcontradictoryeffectsofdomesticfactorsinthe

twocountries.Atthesametime,basedonthein-depthanalysisofthe

seriesofimpactsofthemaritimesecuritycooperationbetweenJapanand

Vietnamduring2010-2019ontherelationsbetweenthetwocountries,

Chinaandtheregion,thispaperexploresthefeasiblestrategiesforChina

torespondtoJapanandVietnaminatimelyandeffectivemannerin

maritimesecuritycooperationandrelatedfields.
