烟台市Y区环卫公共服务监管优化研究

摘要

干净、整洁的城市环境，是居住在其中的人民对美好生活最简单的向往，良好的环

卫公共服务是政府为人民群众提供的最基础的惠民服务。为了提供更好环卫公共服务，

烟台市Y区政府按照深化行政管理体制改革、创新公共服务体制的要求，将环卫公共服

务推向市场，改革取得了显著的成效，烟台市Y区环卫工作的运行效率和服务质量有了

明显提升。但政府从环卫公共服务的“提供者”到“监管者”角色转变的过程中，也出现了

监管投入预期与实际产出不符、监管对环卫服务企业约束力偏弱、监管盲区滋生城市顽

疾、公众参与监管意愿高但参与渠道少等问题，制约了环卫公共服务的进一步提升。因

此，进一步优化监管措施，对环卫公共服务实施更有效的监管，已成为环卫公共服务市

场化改革后亟待解决的问题。

本文是在国内外学者相关的研究成果和分析的之上，结合烟台市Y区环卫公共服务

现状，首先阐述了烟台市Y区当前监管的机制、流程、标准、方式、结果运用等情况；

其次通过问卷调查法、访谈调查法对其监管存在的问题进行了调查，通过整理数据和访

谈记录，结合现状资料，分析问题及其成因；再次，结合问题的成因从多方面进行优化，

同时设计出烟台市Y区环卫公共服务监管的优化方案，以解决Y区监管现状中存在的问

题；最后提出优化方案的实施保障措施，确保优化方案的可以最终落地。

Abstract

Acleanandtidyurbanenvironmentisthesimplestaspirationofpeoplelivinginitfora

betterlife,andgoodsanitationpublicservicesarethemostbasicandbeneficialservices

providedbythegovernmentforthepeople.Inordertoprovidebettersanitationpublic

services,theYDistrictGovernmentofYantaiCityhaspushedsanitationpublicservicestothe

marketinaccordancewiththerequirementsofdeepeningadministrativemanagementsystem

reformandinnovatingpublicservicesystem.Thereformhasachievedsignificantresults,and

theoperationalefficiencyandservicequalityofsanitationworkinYDistrictofYantaiCity

havebeensignificantlyimproved.However,intheprocessoftransformingtheroleofthe

governmentfromaprovidertoaregulatorofenvironmentalsanitationpublicservices,
