HIGHLIGHTS

Adoptionofdigitalstrategiesisaccelerating,butgapspersistintheirintegration

withotherpolicies.By2024,86percentofdevelopingcountriesand80percentof

leastdevelopedcountries(LDCs)hadanationaldigitalstrategy,upfromunder50per

centand25percentin2017.Althoughrecentstrategiesaremorecomprehensive,many

lackalignmentwithbroaderdevelopment,investment,industrialandenvironmental

policies.

Theinvestmentpromotiondimensionremainslimited.Manystrategiesaddress

enablingconditions,suchasregulatoryframeworksandinfrastructure,butexplicit

investmenttargetsandpromotionmeasuresarerare:fewerthanhalfmentionforeign

directinvestment(FDI),andonly20percentrefertoinvestmentpromotionagencies

(IPAs).

Environmentalsustainabilityisinsufficientlyembedded.Despitethegrowing

environmentalfootprintofthedigitaleconomy—includingenergyuse,emissions,

waterconsumptionandelectronicwaste—only55percentofdevelopingcountries’

strategiesmentionenvironmentalsustainability,ofteninbroadterms.Thisisnotable

givenitsgrowingimportanceforinvestmentdecisions,particularlyinsectorssuchas

datacentresandsemiconductors.
