基于SWOT-PEST模型的国家区域医疗中心建设分析

【摘要】

目的：为识别和评估国家区域医疗中心建设过程中可能遇到的风险和挑战，提前制定应对策略，优化医疗资源配置。

方法：运用SWOT-PEST模型，全面剖析了国家区域医疗中心建设的内外部环境。结果：研究发现，政策支持、医疗市场发展、

人口结构变化带来健康需求增长、人工智能发展为其带来显著优势与机遇，但顶层设计模糊、地方财政压力、人才短缺及数据壁

垒等问题构成挑战。结论：为确保国家区域医疗中心建设顺利推进，需明确政策导向、加大财政保障、完善人才引进体系并强化

科技支撑。通过这些策略，可有效促进医疗资源均衡布局，提升医疗服务水平同质化。

【Abstract】

Objective:Toidentifyandassessthepotentialrisksandchallengesintheconstructionofnationalregionalmedicalcenters,

developproactiveresponsestrategies,andoptimizetheallocationofmedicalresources.Methods:TheSWOT-PESTmodelwasappliedto

comprehensivelyanalyzetheinternalandexternalenvironmentsofnationalregionalmedicalcenterconstruction.Results:Thestudyfound

thatpolicysupport,developmentofthemedicalmarket,increasinghealthdemanddrivenbydemographicchanges,andtheadvancement

ofartificialintelligenceprovidesignificantstrengthsandopportunities.However,vaguetop-leveldesign,localfinancialpressure,talent

shortages,anddatabarriersposeconsiderablechallenges.Conclusion:Toensurethesmoothadvancementofnationalregionalmedical

centerconstruction,itisnecessarytoclarifypolicyorientation,strengthenfinancialsupport,improvetalentrecruitmentsystems,and

enhancetechnologicalcapacity.Thesestrategiescaneffectivelypromotethebalanceddistributionofmedicalresourcesandimprovethe

homogenizationofmedicalservicequality.
