However, because the characteristics of publicity impose restrictions on the adapt- ability of the management in public sectors, the comparisons between public and private sectors can be showed in these as- pects: external environment, strategic objectives, stakeholders, resistance of strategic changes and so on. The coexistence of commensurability and comparison demands that public sectors should combine general principles and techniques of man- agement with its special situations and adopt slightly different method from private sectors while dealing with strategic management.
