The saddle points of deterministic and stochastic di?erential games were given. The relationship between terrorist attack and economic development was analyzed. The di?erences of strategies caused by unexpected events are shown. Key words: stochastic di?erential games; saddle point; counterterror measures. 0 Introduction The rampant terrorism is a growing problem throughout the world. To root up all terrorist organizations is only a fantasy for the time being. Attacks endanger national security and disrupt economic development, so how to keep away from terrorist attacks and improve national defense has already become the focal problem that attracts worldwide attention and popular topic.
