On onehand it has the follow ing advantages: itcontributes a lot to realize theobject of exact retribution; it tunes the cost of crmi e to control the damage of crmi e. On the other hand, italso has the follow ing disadvantages: it contributes a lot to the trialpowerm isuse on accountof no rule to confine, which caused by the expression lmi itation of language; it has few effect in control the socialdam age of crmi e because the crmi inals always haveno idea of the crmi inal law, especially the concrete contents aboutmeasure ofpenalty.
